Contract Closeout Specialist - Huntsville, AL (Redstone Arsenal)

1. Major Duties
The Contract Closeout Specialist will perform all the activities required to closeout all physically completed contracts. Under this task, the specialist will be responsible for coordinating all closeout actions in preparation for signature by a Missile Defense Agency (MDA) Contracting Officer (CO). In support of the contract closeout process, the specialist shall:

a. Closeout all acquisition instruments within the timeframes specified in the FAR, DFARS and agency regulations. The specialist shall be responsible for taking all actions necessary, up to the point of signature by the MDA Contracting Officer.

b. Develop and maintain a tracking and reporting system that includes the status, location, and current actions pertaining to the closeout actions including a list of contracts received for closeout, contract type, recommendations for quick closeout, and other information as may be needed.

c. Prepare monthly progress reports to track the status of contracts in the closeout process.

d. Prepare and disseminate all documentation for review and signature by the Contracting Officer, including, but not limited to, completion of forms, final modifications, closeout letters, etc.

e. Create, comply with, and maintain current standard operating procedures or other procedural guides and related documentation that describe the work being performed in fulfillment of the closeout process.

2. Qualifications:
a. Security Clearance: Secret (required)
b. Education: College Degree (preferred) or equivalent experience
c. Certifications: DAWIA II or equivalent Certifications (preferred)
d. Experience: Contract Specialist/Closeout Specialist with capability in the execution of acquisition processes and procedures with limited supervision. Demonstrated experienced in one or more acquisition area such as contracting; ability to lead small teams. Experience should further include the ability to handle multiple simultaneous tasks and resolve problems in a high operational tempo headquarters type environment. Certifications in areas of specialization are highly desired. Desired experience is generally commensurate with that of a Lead Analyst or Lead in Business Operations Support. Knowledge and familiarity with Mechanization of Contract Administration Services (MOCAS) system, Standard Procurement System (SPS), and Microsoft Excel are critical. Must be familiar with the acquisition process and tasks. Must possess strong administrative skills in records management, contract closeouts, and various day-to-day office activities. Knowledge of MDA directives and instructions is preferred. Proven success working in a team environment. Travel is not anticipated, but may be required on a limited basis.
