Procurement Analyst (Advanced)
Kepler Research is seeking a senior-level (advanced) Procurement Analyst to support the Missile Defense Agency (MDA) Contract Policy and Compliance Directorate. Seeking an individual with Department of Defense (DoD) contracting and acquisition experience with Federal Acquisition Regulation (FAR) and non-FAR based acquisition. Position supports Agency-wide acquisitions with contract and acquisition policy development, subject expert on external reports and submissions, acquisition strategy support, training development, critical thinking on acquisition support, etc.

Required Clearance: DoD Secret or Top Secret
Required Experience:
-
Ten years of contract policy/procurement analyst or Procuring Contracting Officer (PCO) experience in Department of Defense (DoD) buying activity
-
Experience with Federal Acquisition Regulation (FAR) Part 15 source selection, non-commercial contracts for systems and/or services
-
Experience as a Procurement Analyst directly supporting a DoD Procurement Office with direct experience in internal reviews, formulation, and promulgation of a contract policy and contracting oversight/review

Desired Qualifications:

Previous Defense Acquisition Workforce Improvement Act (DAWIA) Certification Level III in Contracting or equivalent (preferred, not mandatory)

Experience with Missile Defense Agency (MDA) acquisition processes

Experience as a procurement analyst in a DoD buying activity
Core Procurement Analyst (Advanced) functions:
-
Develop and conduct new or update existing acquisition policy issuances based on higher level guidance and internal Agency policy change (e.g., directives, instructions, manuals, guides, procedures, templates, operating instructions, guidance memorandums) and secure approval for implementation.

Conduct compliance reviews of solicitations, contracts files, and other contract related documents to ensure compliance with FAR, DFARS, and applicable MDA policies and provide policy advice to PCOs and Directors of Contracts.

Disseminate issuances in accordance with DoD and MDA policies and engage in the implementation of acquisition oversight process change and execution.

Provide acquisition support to organizations, programs and other functional offices for execution of policy and processes in accordance with MDA Directive.

Maintain configuration control of issuances and disseminate to the acquisition community.

Survey the acquisition workforce and develop training in MDA/CT areas of interest.

Perform contract file reviews in accordance with MDA Manual to ensure MDA acquisitions comply with the FAR, the DFARS, and internal MDA regulations.

Develop and institute checklists, templates, and other measures to assist customers in creating various contracting documents.

Provide professional information on changes that may be considered for overarching acquisition improvements.

Engage in implementing approved process changes in the programs, identify improvements across the Agency, and perform research on issues of varying complexity to assist customers.

Coordinate updates to contract policy directives, manuals, instructions, and procedures.

Assist with planning and administration of documentation review.

Post approved issuances on the MDA/DA portal at the MDA Knowledge Online (MKO) internal Agency website in accordance with Acquisition Policy Directorate (DAP) processes and guidelines.
